11-Man Ballot Challenge Champion Rule

We will discuss and vote on the 11-Man Ballot Challenge Champion Rule.  I have documented email discussion between interested 11-Man player who have brought forth some good points.  Do we make it a two year cycle as GAYP and 3-Move as some suggest or should we make other provisions?

I realize I have been slow to weigh in here.  A few comments:
 
I don't think Alex's wish to hold match every other year is unreasonable for a working person with vacation time limits.  The 3-move and GAYP titles already  operate on a two-year cycle.  But changing this (while retaining concept of annual National tournament) obviously creates a scenario of needing to determine who challenges when you may have two different annual tournament winners.  The eliminator match idea could work  -- we'd still have two matches every two years - no more work than current system.
 
I asked a couple folks on WCDF but got no response.  I don't think the WCDF will take up this case.  Our statutes are written on two-year cycles involving qualification tournaments.  The 11-man format that we have used doesn't really fit here with WCDF statutes, but WCDF is happy to recognize the champion, as Alex has already been included in the roster of champions section.  Of course, WCDF involvement could increase in time if more countries besides USA show an interest in 11-man ballot.
 
I note the opinion by others to have the 11-man ballot players vote on it after being presented with the best working options.  I really don't have a better alternative in mind.

Richard, Alan and or others: I would like to update the 11-Man National Tournament playoff guidelines. We will hold the National annually but the winner of the National Tournament may only challenge the Championship title holder every other year.  This is the wishes of Alex Moiseyev.  Do you have an opinion or suggestion.  I know Teal wants it open, and Alex has been rather agreeable to accept about anything reasonable to honor the challenger's wishes.

 

Alex thinks the top finisher may or should challenge the following year. If there is another top National finisher recognized the following year, then these two contenders will have a playoff event to determine who plays the World Title holder.

 

Although we should probably outline some guidelines as to who and what is offered to entice the Champion to defend his title, but to date this has not been a problem.

I think another thing we need to discuss before we possibly vote on it, is what the elimination match between the two possible challengers would entail. A one day playoff?  A 10 game match?  In either case, we are asking two people to possibly play in three 11 man events in one year-- the 11 man national, the elimination event, and the 11 man WTM match. Of course challenger one would not need to play in the 2nd 11 man national, but they obviously will want to defend their right to challenge. I also think the possibility of having two different challengers is very high. On the other hand, if we keep it the way it is, one  challenger will have to play in only two events, and Alex only technically has to play in one. Bottom line, I think it is important to also consider the challengers perspective.
